    New European socio-economic scenarios for climate change research: operationalising concepts to extend the shared socio-economic pathways

    Scenarios have been recognised as a useful tool for planning, which have resulted in a strong increase in the number of (multi-scale) scenarios in climate change research. This paper addresses the need for methodological progress and testing of conceptual considerations, by extending the global shared socio-economic pathways (SSPs). We present a set of four European SSPs until 2100 and a novel method to develop qualitative stories for Europe equivalent to the global SSPs starting from an existing set of European scenarios. Similar to the global SSPs, the set includes a sustainable future with global cooperation and less intensive lifestyles (We are the World; Eur-SSP1); a future in which countries struggle to maintain living standards in a high-carbon intensive Europe (Icarus; Eur-SSP3); a world in which power becomes concentrated in a small elite and where Europe becomes an important player (Riders on the Storm; Eur-SSP4); and one where a lack of environmental concern leads to the over-exploitation of fossil fuel resources addressed by technological solutions (Fossil-fuelled Development; Eur-SSP5). We conclude that the global SSPs are a good starting point for developing equivalent continental scale scenarios that, in turn, can serve multiple purposes. There are, however, methodological challenges related to the choice for equivalence and the exact methods by which scenarios are constructed that need to be tested further

    Enriching the shared socioeconomic pathways to co-create consistent multi-sector scenarios for the UK

    As the pressure to take action against global warming is growing in urgency, scenarios that incorporate multiple social, economic and environmental drivers become increasingly critical to support governments and other stakeholders in planning climate change mitigation or adaptation actions. This has led to the recent explosion of future scenario analyses at multiple scales, further accelerated since the development of the Intergovernmental Panel on Climate Change (IPCC) research community Shared Socioeconomic Pathways (SSPs) and Representative Concentration Pathways (RCPs). While RCPs have been widely applied to climate models to produce climate scenarios at multiple scales for investigating climate change impacts, adaptation and vulnerabilities (CCIAV), SSPs are only recently being scaled for different geographical and sectoral applications. This is seen in the UK where significant investment has produced the RCP-based UK Climate Projections (UKCP18), but no equivalent UK version of the SSPs exists. We address this need by developing a set of multi-driver qualitative and quantitative UK-SSPs, following a state-of-the-art scenario methodology that integrates national stakeholder knowledge on locally-relevant drivers and indicators with higher level information from European and global SSPs. This was achieved through an intensive participatory process that facilitated the combination of bottom-up and top-down approaches to develop a set of UK-specific SSPs that are locally comprehensive, yet consistent with the global and European SSPs. The resulting scenarios balance the importance of consistency and legitimacy, demonstrating that divergence is not necessarily the result of inconsistency, nor comes as a choice to contextualise narratives at the appropriate scale

    Combining qualitative and quantitative understanding for exploring cross-sectoral climate change impacts, adaptation and vulnerability in Europe

    Climate change will affect all sectors of society and the environment at all scales, ranging from the continental to the national and local. Decision-makers and other interested citizens need to be able to access reliable science-based information to help them respond to the risks of climate change impacts and assess opportunities for adaptation. Participatory integrated assessment (IA) tools combine knowledge from diverse scientific disciplines, take account of the value and importance of stakeholder ‘lay insight’ and facilitate a two-way iterative process of exploration of ‘what if’s’ to enable decision-makers to test ideas and improve their understanding of the complex issues surrounding adaptation to climate change. This paper describes the conceptual design of a participatory IA tool, the CLIMSAVE IA Platform, based on a professionally facilitated stakeholder engagement process. The CLIMSAVE (climate change integrated methodology for cross-sectoral adaptation and vulnerability in Europe) Platform is a user-friendly, interactive web-based tool that allows stakeholders to assess climate change impacts and vulnerabilities for a range of sectors, including agriculture, forests, biodiversity, coasts, water resources and urban development. The linking of models for the different sectors enables stakeholders to see how their interactions could affect European landscape change. The relationship between choice, uncertainty and constraints is a key cross-cutting theme in the conduct of past participatory IA. Integrating scenario development processes with an interactive modelling platform is shown to allow the exploration of future uncertainty as a structural feature of such complex problems, encouraging stakeholders to explore adaptation choices within real-world constraints of future resource availability and environmental and institutional capacities, rather than seeking the ‘right’ answers

    Sketching sustainable land use in Europe by 2040: a multi-stakeholder participatory approach to elicit cross-sectoral visions

    The continuously growing global demands on a finite land resource will require better strategic policies and management of trade-offs to avoid conflicts between different land-use sectors. Visions of the future can support strategic planning by stimulating dialogue, building a consensus on shared priorities and providing long-term targets. We present a novel approach to elicit stakeholder visions of future desired land use, which was applied with a broad range of experts to develop cross-sectoral visions in Europe. The approach is based on (i) combination of software tools and facilitation techniques to stimulate engagement and creativity; (ii) methodical selection of stakeholders; (iii) use of land attributes to deconstruct the multifaceted sectoral visions into land-use changes that can be clustered into few cross-sectoral visions, and (iv) a rigorous iterative process. Three cross-sectoral visions of sustainable land use in Europe in 2040 emerged from applying the approach in participatory workshops involving experts in nature conservation, recreation, agriculture, forestry, settlements, energy, and water. The three visions—Best Land in Europe, Regional Connected and Local Multifunctional—shared a wish to achieve a land use that is sustainable through multifunctionality, resource use efficiency, controlled urban growth, rural renewal and widespread nature. However, they differ on the scale at which land services are provided—EU-wide, regional or local—reflecting the land-sparing versus land-sharing debate.     A Transdisciplinary Approach to Identifying Transboundary Tipping Points in a Contentious Area: Experiences from across the Jordan River Region

    Transdisciplinary research is urgently needed but has rarely been applied in sustainability science. Here, we present a case study for a transdisciplinary approach to identify tipping points in the Jordan River region, an area of severe conflicts and environmental problems. The aim was to identify and prioritize different ecological and social tipping points within a framework of transdisciplinary assessment, using the Jordan River Region as a case study. The methodology included an iterative process in which a multidisciplinary group of scientists and regional stakeholders evaluated emerging tipping points involving professionally facilitated workshops, a correlation analysis, and an anonymous ranking based on specific criteria (practical relevance, scientific novelty, transboundary elements, and feasibility of intervention). During the process, the similarities and differences in the perceptions of the potential case studies by stakeholders from the three countries (Israel, Palestine and Jordan) involved were analyzed. The results found key elements of the term tipping point (abrupt, difficult to predict, irreversible regime shift, difficult management), and showed local and regional differences in evaluating potential case studies, where degradation or desertification of rangelands emerged as a final case study of common concern. The lessons learnt show the potential and challenges of transboundary cooperation, and the possibility of the co-creation of research with stakeholders to build knowledge about the diversity of tipping points. The study concludes that common ground related to the sustainable management of natural resources exists even in highly contentious areas, and among highly different cultural, political, and socio-economic conditions. The approach presented here may thus inform practitioners in prioritizing areas of transboundary sustainability research in other regions
